Bluffton's Board of Public Works and Safety resides within the Executive Branch. The Board is the chief administrative body of the City and has control of the day-to-day operations of the following executive departments:
- Police Department
- Fire Department/Territory
- Utilities Department (consisting of the acquisition of electrical power and the maintenance of a distribution system, sewage collection and disposal system, the waterworks system, and stormwater maintenance and control)
- Street Department
- Building Department
